The Committee on Government moved to amend the bill by striking out the enacting section and inserting in lieu thereof a new enacting section, to read as follows:

That §15-5-15a of the Code of West Virginia, 1931, as amended, be repealed; and that that the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §15-5-15b, all to read as follows:
